I enclose proof of this Bill which the Government propose should be introduced into the Legislative Council under clause 2 of the agreement with your client.

As you will notice the Bill is not yet

complete in the following respects.

Clause 31.

Clauso 46.

Clause 48.

The Rules regarding motive pover (Schedule A) have not yet been drawn up.

The list of fares will have to be fixed.

The charges for animals &c. for Schedule

"B" will have to be fired.

I am requested to ask you to submit for

the approval of the Government the necessary drafts at an early date.
